Bill and Irene Hillary were the Company's founding members. The Hillary's emigrated from England to South Africa in 1959. The Company started earthmoving in 1963 and registered as civil engineering contractors in 1967.
Initially regional, the Company now has a footprint in South Africa, Namibia, Zambia and Botswana. The head office is in Polokwane, Limpopo Province South Africa.
The first 'big' contract came in 1967 after initially levelling sites and building dams. The then Department of Posts and Telegraphs awarded the contract to build a tarred road up to their repeater station on the Ysterberg. This was a twelve-month R 64 500 order, about half an hour's turnover in today’s terms!
The biggest challenge was to realise that the Company had grown beyond a family business and that a new era had dawned.
- 1991 - approximately 10% of the Company’s shares were sold to it’s employees
- 2003 - more shares were sold to management
- 2007 - outside investors were welcomed as shareholders
- 2013 - an employees share trust was established
- 2017 - a 100% black women owned empowerment group acquired 4.9% of the shares
Today we can boast of 31% black ownership, 13% being black women owned

Hillary Construction engage in the control of civil engineering projects specialising in roads, earthworks, steel reinforced concrete structures and associated activities as well as the manufacturing and supply of surfacing products and emulsions for supply to the industry.
The Company aims to create and maintain an environment within which employees may execute their activities in a healthy and safe manner. The Company is committed to identifying and minimise all risks pertaining to personal injury, diseases, company property and equipment.

- Actively participate in safety loss control programs and ensure the involvement of all stakeholders by setting measurable Health and Safety Objectives Reviewed as a minimum annually.
- Reviewing the Health and safety policy for suitability.
- Apply all reasonably practicable measures to prevent injuries, fire, explosions and conditions that may jeopardise the health of employees, negatively affect the environment or damage equipment.
- Be committed to compliance with all applicable statutory and regulatory requirements or, in the absence of appropriate legislation, on construction best practice.
- Communicate the health and safety policy, rules and procedures to all interested and affected (public) parties.
- Participate in the promotion of safety by example by authorising and communicating the H and S policy.
- Document, Maintain, review and continually improve the safety and health performance of our operations and activities according to the ISO 45001 requirements.
- Promote a culture of health and safety awareness among all employees by ensuring that employees are aware of their obligations.

- Maintain transparent relations with all stakeholders in our operations.
- Promote continual improvement of our Environmental management system according to ISO 14001 and in environmental performance.
- Document, Implement and maintain our Environmental management system, performance of our operations to international standards and accepted best practices possible.
- Environment objective targets are set according to significant impacts and reviewed quarterly for implementation status, thus also reviewing the environmental policy suitability.
An employee wellness program has been established with Careways to offer employees and their immediate family members a resource for resolving any personal or work related problems.
Enterprise and supplier development by mentoring entrepreneurs to become independent contractors or suppliers.
- Hillary Construction believes training is an essential component in maintaining the success of the Company and the future of the industry. Training is provided at our own training centre as well as centres subscribing to the Construction Education and Training Authority (CETA) and the Manufacturing, Engineering and Related Services SETA ( MERSETA) authority.
- Operator skills training is provided for operators and drivers using a sophisticated computerized system.
- Apprenticeships are offered for earthmoving diesel mechanics and spray painters. Hillary Construction (Pty) Limited is a registered training facility.
- The Company sponsors Civil Engineering students at tertiary education institutions.
Substantial donations in time and money have been made to numerous projects including schools, and other qualifying institutions.

Hillary Construction has been pro-active in developing entrepreneurs in the Civil Engineering field.
- In 1995 Hillary Construction identified the need for a road-surfacing provider in the province. Polokwane Surfacing (Pty) Limited was formed and the majority shareholding was taken up by black employees from Hillary.
- Later Tswelopele Roads and Earthworks (Pty) Limited was formed, again with Hillary staff taking up the shares. This is a 100% black owned company.
- Black staff members with particular skills were identified and mentored to become independent contractors. With this mentoring, administrative assistance, and financial support from Hillary Construction, these contractors are currently running very successful businesses and offer their services to the industry at large.
The choice of staff has been, and continues to be a very important aspect of Hillary Construction’s identification of talent.
